An extremely lethal environment is not really conductive to fun and engaging matches, consider this is a current ongoing issue and it will be significantly aggravated by Stun mechanics. Increased lethality invariably generates a "negative" impact on the meta, increasing the player skill gap and promoting a more cautious, speculative, passive play style. Concealment is a very critical balancing variable, many ships are built around Concealment and resent the fact that their cardinal advantage can be taken from them without a clear way to counterplay.
